The event model in the dnprdnshort is based on having an event delegate that connects an event with its handler. To raise a DesignerActionUIService.DesignerActionUIStateChange event, two elements are needed:

When you create a System.ComponentModel.Design.DesignerActionUIStateChangeEventHandler delegate, you identify the method that will handle the event.
